Help ASAP

I have an older version hp computer running Windows XP. This computer is a client computer on a 7 computer domain network. I had placed restrictions on the internet options content in the administator account but for some reason when I access the semi administrative account (guest account the public uses) it still allows access to the sites I had put a block on however, the administrator account is blocked from those sites. What would cause this to happen and how do I fix it? Please help.
