is it safe to put antec vga cooler close to psu

I brought a ati video card and it gets kind of hot so i brought a antec vga cooler but the only place in my hp computer i could put it is close to my psu about an inch away from my psu fan will this cause my computer problems.

It may block airflow coming through your power supply. I wouldn't recommend you do that, but it probably won't do any harm as long as the inside of your PC doesn't get that hot.

If the power supply runs a tad hotter than usual later on, it may be best to find another place for your VGA cooler. If temps are okay, there shouldn't be any problems.
