Surabaya Computer Virus & Norton Security System not working

I got the Surabaya computer virus. I was able to remove it (I think) but my Norton Internet Security System (NISS) will not operate. I try to remove NISS and I can not remove it. I try to up load new NISS form my disk and I can not up load. What can I do to get my computer operating normally again?
