I have a virus infected computer that has disabled networking,sound,antivirus,etc. Can I remove the drive from the infected machine, convert it to USB, install it in another machine as an external drive and scan it with antivirus scanners from the other machine?

That should work, yes. I would recommend to format your drive and reinstall the operating system and install a anti-virus program on it after you saved the files you need from the harddrive.
